ORLANDO, Fla. – After a two-month investigation that crossed county lines, the Fruitland Park Police Department and the Florida Department of Law Enforcement secured arrest warrants for three suspects in the murder of Scott Behney, who was killed on April 10th in Fruitland Park, Lake County. Behney, a resident of Pennsylvania, had been in the Orlando area for several months.
Arrest warrants for felony murder were executed for Larry Devino Burrows, 23, of 2400 Queensway Road, Orlando; Matthew Anthony Splunge, 16, of 607 Cookman Avenue, Orlando; and Tracy Lamar Mays Jr., 18 of 221 Deborah Avenue, Leesburg.
Burrows was served June 12th while in custody on an unrelated charge. Splunge was served Tuesday and Mays was served Wednesday when he was in custody for unrelated charges. All three also face a charge of attempted robbery.
The investigation showed that Burrows, Splunge and Mays were traveling through Fruitland Park in a black Honda when they saw Behney working on a truck inside of a friend’s garage at 801 S. Dixie Avenue. Mays and Splunge went into the garage to rob Behney. During the robbery attempt, Behney was shot and killed. Burrows, Splunge and Mays fled the area in the black Honda and drove to Orange County.
On April 16th, the black Honda was stopped in Orlando but the individuals in the car ran away. A firearm was recovered from the car and was submitted to FDLE. Crime lab analysts determined shell casings collected at the murder scene matched the firearm. Through additional interviews and other investigative techniques, officers and agents were led to Burrows.
“This was a crime of greed and opportunity,” said Fruitland Park Police Chief Michael Fewless. “Scott Behney did not deserve this and Fruitland Park will not tolerate it. My deep appreciation goes out to our officers and FDLE agents who worked hard to find the persons responsible.”
FDLE Orlando Special Agent in Charge Danny Banks said: “In an effort to solve this horrific murder, FDLE and Fruitland Park Police worked long hours and followed through on many leads. We could not be satisfied until we found and arrested all of the parties involved.”
Burrows is in the Lake County Jail; Splunge is at the Orange County Detention Center; and Mays is in the Walton County Jail.
The case will be prosecuted by the State Attorney’s Office, 5th Judicial Circuit.
