Thomas Kirwin appointed FDLE General Counsel

TALLAHASSEE, Fla. – Commissioner Gerald Bailey is pleased to announce the appointment of Thomas Kirwin to the position of General Counsel. In this role, he will oversee the day-to-day functions of the Office of General Counsel, providing legal guidance and managing 15 attorneys and staff both in headquarters and the field.   
 
Kirwin replaces retiring FDLE General Counsel Michael Ramage who has served as General Counsel since 1992.
 
A former prosecutor, Kirwin is a veteran attorney with a broad range of law enforcement experience. He served as an Assistant State Attorney for 10 years and was with the United States Attorney’s Office for 17 years, including service as the appointed United States Attorney for the Northern District of Florida.  He has also served as a deputy chief financial officer for CFO Jeff Atwater and most recently as inspector general for the Department of Financial Services. 
 
He is a member of Blessed Sacrament Church in Tallahassee and serves on the Board of Directors for Elder Care Services. Kirwin holds a law degree from Florida State University College of Law, a master’s degree from Marquette University, and a bachelor’s degree from Spring Hill College.
