FY19-20 Florida Incident-Based Reporting System (FIBRS)

Overview
The FBI Director has mandated the transition to the National Incident-Based Reporting System (NIBRS) by January 2021. As Florida moves forward to comply with this mandate, the Legislature has provided some limited funds to provide to agencies for the implementation of the Florida Incident-Based Reporting System (FIBRS). We want to maximize those funds, where possible, such as grouping agencies together that have the Record Management System (RMS) software vendor.

Federal funding has already been offered to 32 law enforcement agencies who were chosen by the Bureau of Justice Statistics (BJS) for a statistics-based approach to develop a nationally-representative sample of incident-based criminal statistics (NCS-X). Although federal funding has previously been offered to these select agencies, this funding opportunity from the State of Florida is available to all agencies that have not previously received funding.

Program Description
The FIBRS project is designed to implement solutuions to collect and process incident-based crime data from Florida's participating local and state law enforcement agencies. The solutions provide data to NIBRS, Use-of-Force, and LInX adn provide a means to store and display Florida-only statistical data. The solutions also automate the collection, storage, and submission of law enforcement employee count data and population data.

All applications must be submitted by 11:59 p.m., May 1, 2020.
