FDLE, MCSO Join Forces in Operation Low Tide

MONROE COUNTY, Fla. – Inspectors, agents and analysts with the Florida Department of Law Enforcement (FDLE), in coordination with the Monroe County Sheriff’s Office, arrested two sexual offenders for violation of Florida registration laws.

 

The operation identified registrants residing within Monroe County to confirm compliance with Florida’s registration laws.

 

During the operation, contact was made with 17 sexual offenders and predators in Monroe County.  Members of FDLE’s Enforcement and Investigative Support Bureau (EIS) and the FDLE Key West Field Office, together with the MCSO, conducted verification interviews for each registrant and arrested two sexual offenders for registration violations.

 

Joshua Clayton Roland, 40, of Key West, is charged with failure to register, failure to report a residence change and failure to report a change in employment. Manuel Antonio Herbert, 44, of Key West, is charged with failure to report a residence change, failure to comply with registration law and failure to report change in employment. Roland and Herbert were booked into the Monroe County Jail.

 

FDLE’s investigative efforts also identified Roger Allen Paul, 76, Wuan Bellamy, 62, John Austin Stocker, 73, and Joseph Lee Strickland, 80, as sexual offenders who absconded from their registered address.

 

FDLE’s Missing Persons and Offender Enforcement Division, including analysts from the Offender Registry Services Bureau, partners with sheriff’s offices, police departments and federal law enforcement across Florida to verify compliance with Florida’s registration laws requiring sex offenders and predators to report to their local sheriff’s office and provide information including residential addresses, telephone numbers, vehicle information, internet identifiers, photograph, passport and conviction information.
