FDLE Arrests Multiple in Child Sexual Abuse Material Investigations

ORLANDO, Fla. – The Florida Department of Law Enforcement (FDLE) arrested Martin Theodore Cassady, 60, and Jorge Nieto, 39, charging each with 40 counts of possession of child sexual abuse material. FDLE also arrested Joel Orellana, 25, an illegal alien from El Salvador, on two counts of possession of child sexual abuse material. During the arrest of Orellana, three additional arrests were made on illegal aliens from Venezuela and Mexico, all with final deportation orders. These arrests are the result of FDLE’s statewide efforts to locate and arrest criminals targeting children and sharing files depicting the sexual abuse of children.
“This operation highlights the relentless work of FDLE and our law enforcement partners in removing three dangerous individuals who exploited children online,” said Lieutenant Governor Jay Collins. “Under Governor Ron DeSantis’ leadership, Florida continues to prioritize public safety and accountability, making it clear that crimes against children will not be tolerated.”

These collaborative operations strengthen our ability to protect Apopka’s families and hold offenders accountable.”

FDLE’s investigation into Cassady began in April after FDLE Cybercrime Task Force agents received a cybertip from the National Center for Missing and Exploited Children (NCMEC) that an internet user uploaded and shared over 1,500 digital images and video files depicting the sexual abuse of children into an email account. The investigation identified Cassady was the user and was residing in Maitland. While conducting a search warrant, agents seized an anatomically correct, child-like sex doll that was in Cassady’s possession at the time of the search warrant.
The investigation into Nieto’s crimes began in July after FDLE Task Force agents received over 50 cybertips from NCMEC of a cloud storage account user sharing and uploading digital video files that contained depictions of child sexual abuse. The investigation identified Nieto as the account user, along with a location for where Nieto was residing.
The investigation into Orellana’s crimes began in August when FDLE Task Force agents received a cybertip from NCMEC that an internet user was uploading files depicting the sexual abuse of children into a search engine. Following a residential search warrant and digital forensic analysis, FDLE agents identified Orellana as the user uploading the files. Orellana is an illegal alien from El Salvador and is currently under removal proceedings. Additional arrests were made at Orellana’s residence of three illegal aliens from Venezuela and Mexico, all with final orders of removal from the United States.
On Nov. 25, FDLE Task Force agents and FDLE Special Operations Team North and South conducted two separate search warrants and arrested Cassady in Maitland and Nieto in Apopka. Cassady and Nieto were both transported to the Orange County Jail. Orellana was arrested on site subsequent to the residential search warrant in Kissimmee. Orellana was transported to the Osceola County Jail.
The FDLE Cybercrime Task Force consists of agents from the Altamonte Springs Police Department, Apopka Police Department, Kissimmee Police Department, Lake County Sheriff’s Office, Ocoee Police Department and the Sanford Police Department.
The Maitland Police Department, Orange County Sheriff’s Office and U.S. Department of Homeland Security Immigrations and Customs Enforcement assisted with the arrests.
These cases are being prosecuted by Attorney General James Uthmeier’s Office of Statewide Prosecution.
The investigations remain active. Additional charges are forthcoming pending further investigation.
