Description of CJAP Survey Process

This year the Criminal Justice Agency Profile (CJAP) survey was completed electronically and consisted of 55 questions for law enforcement agencies and 50 questions for correctional facilities.

Survey requests were mailed to all criminal justice agencies with sworn full-time officers in October of 2013.
  • To provide comparison within the disciplines, information was based on the minimum salary and requirements for entry-level officers.
  • Some benefits and salaries may not take effect until successful completion of the probationary period or other requirements.
  • Survey questions are broad in nature and several of them have limited answers. These responses should be viewed as "having" or "not having" the specified item.
Example: Agencies were asked if they had a "vision requirement" (yes or no)

"Yes" responses identify agencies with "vision requirements"; however, the specific requirements are not reported.
  • Contact the agency directly to obtain more detailed information.

Agency Layout
  • Agencies are listed alphabetically, by agency name.
  • Questions without a response are categorized with a double dash (--).

Police Departments
  • Police Departments with a definable jurisdiction are listed within this category.
  • Some of the benefits or special units may only apply to one location.

Sheriffs’ Offices
  • When available, additional tabs are provided at the bottom of the spreadsheet to compare data between law enforcement, correctional, and concurrent officers.
  • With a few exceptions, the basic benefits are the same within a Sheriff’s Office.

State Agencies (excludes Universities): Law Enforcement
  • Agencies with jurisdictions covering the entire state or multiple counties are classified as "State Agencies".
  • They may have several facilities with headquarters located in Leon County (Tallahassee) or another location.
  • In these situations, officer demographics and benefits are categorized as a single entity.
  • Some of the benefits or special units may apply only to one location.
  • Some specific state agencies provide cost of living adjustments (i.e. Miami-Dade County) above the listed minimum.

Schools & Ports
  • School, University, and Port police departments are separated and classified according to the category "Schools & Ports".
  • A few of these have satellite campuses that cross county lines. They will be listed under the main campus name.
  • Some of the benefits or special units may only apply to one location.

Correctional Facilities
  • Information regarding correctional facilities is separate from law enforcement.
  • Correctional facilities are listed according to 4 sections:
1) Sheriffs' Offices
2) County Facilities
3) Private Institutions
4) State
  • In areas where there are differences, they are noted within the section (i.e. salaries vary among facilities between regions).

Missing Information

  • "Not Applicable" is used when data is not relevant and an "X" is placed if no information was reported.
  • Some agencies have flexible requirements which are evaluated at the time of employment. These situations may prevent information from being reported.
  • Contact the agency directly to obtain any information which may not have been reported.

  • Agencies that did not respond were not included in the calculations. (This will be reflected in section totals.)
  • Dates that were used will cause some variations.
  • Information is listed for full-time sworn officers within each discipline.
  • The three classifications listed in this report are correctional, law enforcement and concurrent.
  • Correctional probation officers were not included in this report.
  • To provide a comparison, each agency summary is calculated on the same date - June 30th of the reporting year.
  • This is done for three reasons -
1) It is approximately the middle of the year
2) It coincides with the State of Florida fiscal year
3) Officer mandatory retraining requirements are due
  • Officer demographics fluctuate on a daily bases; however, with the exception of acquisitions or new implementation of funding sources for hiring, officer counts generally remain within a +/- 3% margin (with the snapshot date of June 30th of the reporting year).
