Description of CJAP Survey Process |
The 2021 Criminal Justice Agency Profile (CJAP) survey was completed electronically and consisted of 54 questions for law enforcement agencies and 46 questions for correctional facilities. Survey requests were mailed to all criminal justice agencies with full-time sworn officers in September 2021. Correctional probation officers were not included in the survey.
To provide comparison within the disciplines, information was based on the minimum salary and requirements for entry-level officers. Survey questions are broad in nature and several have limited answers. These responses should be viewed as "having" or "not having" the specified item.
- Example: Agencies were asked if they had a "physical fitness/wellness condition of employment," ("yes" or "no"). "Yes" responses identify agencies with a "physical fitness/wellness condition of employment," however, the specific requirement is not reported.
Some agencies have flexible requirements which are evaluated at the time of employment. These situations may prevent information from being reported. Likewise, some benfits and salaries may not take effect until successful completion of the probationary period or other requirements.
To provide a comparison, each agency summary is calculated as of June 30th of the reporting year, because:
Information is listed for full-time sworn officers with law enforcement, correctional, or concurrent certifications. Data for law enforcement and correctional does not include concurrent officers.
Data used to calculate population and officer counts will cause some variation. Officer demographics fluctuate on a daily basis; however, with the exception of acquisitions or new implementation of funding sources for hiring, officer counts generally remain within a +/- 3% margin.

Police Departments:

Police Departments with a definable jurisdiction are listed within this category.

There are a few offices that cross county lines.

Some of the benefits or special units may only apply to one location.
Sheriff’s Offices:
State Agencies - Law Enforcement (excludes universities) :

Agencies with jurisdictions covering the entire state or multiple counties are classified as "State Agencies".

They may have several facilities with headquarters located in Leon County (Tallahassee) or another location. In these situations, officer demographics and benefits are categorized as a single entity.

Some of the benefits or special units may apply only to one location.

Some specific state agencies provide cost of living adjustments (i.e. Miami-Dade County) above the listed minimum.
Schools, Universities & Ports:

School, University, and Port police departments are separated and classified according to the category "Schools & Ports".

A few of these have satellite campuses that cross county lines. They will be listed under the main campus name.

Correctional Facilities:

- County Facilities
- Private Institutions

- In areas where there are differences, they are noted within the section (i.e. salaries vary among facilities between regions).
