Ten Arrested in Operation Blount Force in Calhoun County

CALHOUN COUNTY, Fla. – The Florida Department of Law Enforcement’s (FDLE) Missing Persons and Offender Enforcement (MPOE) Division, Pensacola Regional Operations Center, and the Panama City Field Office partnered with the Calhoun County Sheriff’s Office (CCSO) and the Florida Department of Corrections (FDC) to arrest 10 suspects for violation of Florida law.

 

The two-day operation targeted sexual offenders and sexual predators residing within Calhoun County to confirm address information, compliance with Florida’s registration laws, as well as probation conditions.

 

Investigative teams made contact with 40 registrants, conducted verification interviews and arrested nine sexual offenders for registry-related violations. Contact was additionally made with one felony probationer who was arrested for failing to comply with electronic monitoring as part of his community control sentence. Analysts with MPOE’s Offender Enforcement and Apprehension Unit (OEA) conducted numerous investigative queries leading up to the start of the operation which led to the early detection of unreported/incorrect registration information and the location of an absconded registrant.

Cheyenne Carter, 26, sexual offender

Gerald Lee, 67, sexual offender

Rocky Moore, 71, sexual offender

Kelyn Parramore, 48, sexual offender

Jerry Sellers, 50, sexual offender

David Smith, 59, sexual offender

James Vinson, 85, sexual offender

Vernon Webb, 62, sexual offender

Ezmond Williams, 19, sexual offender

 

Joseph Kilby, 51, felony probationer

 

Nine suspects face various registration offenses, including failure to report changes to residence, vehicles, email addresses, and Internet identifiers, failure to register vacating a permanent residence, and knowingly providing false registration information. Criminal investigations were initiated against two targets for suspected possession of child sexual abuse material (CSAM) and AI-generated CSAM.  

  

Eight arrestees were booked into the Calhoun County Jail. Arrest warrants were issued by CCSO for both Jerry Sellers and Ezmond Williams. Sellers was arrested in Bay County and booked into the Bay County Jail. Williams was arrested in Jackson County and booked into the Jackson County Jail. Both are currently pending extradition to Calhoun County.

 

The cases are being prosecuted by the Office of the State Attorney for the 14th Judicial Circuit. The investigations remain active and additional arrests may be forthcoming.
