Law Enforcement Officials Arrest 21 Offenders in Two-day Probation Sweep

The Florida Department of Law Enforcement, in conjunction with the Florida Department of Corrections, United States Marshals Service, the Bay, Gulf, Jackson and Washington County Sheriff’s Offices, and the Panama City and Springfield Police Departments arrested 21 individuals during a two-day roundup. The proactive safety operation, which began Oct. 8, was designed to ensure that state probationers in the four-county area were complying with the conditions of their probation.   More than 30 local, state, and federal investigators from nine law enforcement agencies participated. 

Investigators focused on known gang members and felony probationers with a history of violence in Bay, Gulf, Jackson and Washington counties. Law enforcement officials made contact with approximately 70 offenders, using door-to-door checks to verify compliance with the terms of their probation. 

The operation resulted in the arrest of 21 probationers. Investigators seized seven weapons, drug paraphernalia, narcotics, and discovered one methamphetamine laboratory. 

The following individuals were arrested for violating the terms of their probation: Carl Blair, 26, of Panama City Beach; Charles Chambers, 29, of Panama City; John Cogbill, 37, of Lynn Haven; Harold Cutchins, 35, of Panama City; Rekenda Gaines, 34, of Panama City; Justin Lovejoy, 31, of Panama City Beach; Brandon Manley, 23, of Panama City; Darrell Middleton, 22, of Panama City; Manuel Orturo-Lopez, 22, of Panama City; Samuel Paz, 29, of Callaway; Jenny Peterson, 30, of Panama City Beach; Battles Quinn, 24, of Panama City; Fabian Renfro, 28, of Youngstown; Karlier Robinson, 25, of Panama City; Derrick Schroeder, 35, of Callaway; Lashabin Sims, 20, of Panama City; Jeffrey Wells, 24, of Panama City; Kathleen Shipman, 49, of Wewahitchka; Yul Perkins, 36, of Sneads; Robert Harrison, 43, of Sneads; and Oran Williams, 36, of Lynn Haven.

The following five individuals were identified as absconders and are wanted by law enforcement: Jamar Baker, 22, of Panama City; Felix Guevara, 35, of Panama City; Danielle Pickett, 20, of Panama City; Roosevelt Washington, 23, of Panama City; and Jaquan Whitely, 22, of Panama City.
