FDLE Arrests Former School Administrators

The Florida Department of Law Enforcement (FDLE) announced today the arrest of former School Principal Ruben Rosario and former Finance Director Jay Maer of Explorer Elementary/Middle Charter School in West Melbourne, Fla.

The arrests are the result of an investigation conducted by FDLE that began in April 2007 following complaints of alleged misconduct and theft within the school’s financial office. The initial complaint was directed to FDLE following an audit by the Brevard County School Board that revealed the theft of thousands of dollars from the school’s operational budget. The initial complaint identified Maer and Rosario as potential perpetrators of the illegal activity with Maer receiving approximately $28,000 in unexplained payments. The investigation was conducted in concert with the Brevard County School Board. The Board originally discovered the discrepancies in the operational budget of the Charter School. The school is now closed.

Rosario surrendered to authorities at the Brevard County Jail where he was arrested by FDLE agents. Rosario was charged with four counts of grand theft. Maer is pending arrest by FDLE agents. He is being charged with 10 counts of grand theft, 17 counts of forgery, 17 counts of uttering a forged instrument and four counts of petty theft.
