100 Pounds of Marijuana Off the Streets

Panama City Beach— On March 9, 2008, the Bay County Sheriff’s Office and the Florida Department of Law Enforcement culminated a joint investigation and nabbed 100 pounds of Marijuana before it hit the streets of Bay County.

Information had been received that several individuals from Bay County were planning to travel to Texas and bring back a load of Marijuana. Special Investigations Division narcotics officers as well as agents from FDLE conducted continuous surveillance on the individuals suspected of making the run. On Friday, March 7, 2008, the two men were observed leaving Bay County and traveling westbound on I-10.

Further investigation indicated the two men were returning on Sunday and investigators spotted the vehicle Sunday evening, March 9, 2008 traveling east on I-10. The vehicle was observed to stop once at a business just north of West Bay. One suspect exited the vehicle and remained behind as the other drove away. Shannon Lee Smith, DOB 10/23/78, of 2202 Laurie Ave, Panama City Beach, was detained at the business and the remaining suspect, Christopher McWilliams, DOB 11/5/82, of 20417 Spires Street, Panama City Beach, was stopped for a traffic violation a short time later.

Inside the vehicle McWilliams was driving was 100 pounds of Marijuana. McWilliams and Smith were arrested and charged with Trafficking in Marijuana more than 25 pounds and Possession of Paraphernalia.

Subsequent investigation led investigators to 15266 Pine Circle on Panama City Beach. A search warrant was executed and Herbert Walter Story, DOB 1/17/44, of 15266 Pine Circle, was arrested for Possession of Marijuana With Intent to Distribute and Possession of Paraphernalia. Investigators believe the residence on Pine Circle was the intended destination of the 100 pound shipment of Marijuana.
