FY20 CESF Local Residual Funding

Overview
Funds awarded under the FY20 Coronavirus Emergency Supplemental Funding (CESF) Local Residual Funding must be used to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in state, local, and tribal prisons, jails, and detention centers. Applicants are strongly encouraged to consider the expenses and equipment needed for successful operation of publicly-funded COVID-19 testing and vaccination sites.

Eligible jurisdictions may apply for up to $50,000 in residual CESF funding. Eligible and complete applications will be accepted, reviewed, and approved in the order in which they are received (first in, first approved) until funding is exhausted or the application period ends, whichever comes first. 

Prohibited Uses and Expenditures
CESF may not be used to supplant state or local funds. Funds must only be used to increase the amount of funds that would, in the absence of federal funds, be made available for the given activities. Items specifically prohibited under this solicitation include, but are not limited to:

  • Motor vehicles and vessels
  • Weapons and ammunitions
  • UAS/UAV/UV and related expenses
  • Body-worn cameras
  • Body armor or riot gear
  • Other items typically considered standard issue (duty belts, uniforms, etc.)


Eligibility
The CESF program is open to units of local government provided on the eligible jurisdictions list.

Project Period
CESF awards may be approved for a project period of up to 12 months, beginning no earlier than January 20, 2020 and ending no later than January 31, 2022. 

Application Submission
In order to facilitate the subaward process, the Office of Criminal Justice Grants (OCJG) will require prospective applicants to submit application information outside of OCJG's electronic grant management system, SIMON. Applicants interested in applying for funding must complete the following steps:

Once complete, the applicant should email the Application Narrative Questionnaire and  Budget Detail Worksheet and additional forms to criminaljustice@fdle.state.fl.us by no later than 5:00 P.M. on Friday, March 19, 2021.
 
Using the information provided, the assigned OCJG grant manager will prepare a draft of the subgrant agreement in the SIMON system. The OCJG grant manager will notify the applicant's Application Manager when the application draft is complete and ready for review and submission in the system. SIMON will be used for subsequent management of subawards. Additional documentation of items required by federal grant management guidelines may be required.

To be approved for funding, all proposed activities must specifically and clearly tie to preparation, prevention, and response efforts related to the coronavirus pandemic. Proposed activities without a clear link to one of the eligible purposes will not be approved.
 

Post Award
After an applicant's award has been approved, the next step will be submission of monthly or quarterly performance and expenditure reports in SIMON. Please refer to the CESF Post Award Instructions for further information.
