FY20 Coronavirus Emergency Supplemental Funding (CESF) Program

Overview
The Coronavirus Emergency Supplemental Funding (CESF) program focuses on providing funding to eligible state and local units of government, and tribes for the prevention, preparation and response to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in state, local, and tribal prisons, jails, and detention centers.

Applicants are strongly encouraged to plan for strategic use of this funding and to carefully consider what might be required over the entire grant period, particularly if a resurgence of the virus is encountered.

Eligibility
The CESF program is open to units of local government with an allocation determined by the state’s formula-based funding matrix.

Project Period
CESF awards may be approved for a project period of up to 24 months, beginning no earlier than January 20, 2020 and ending no later than January 31, 2022. 

Application Submission
In order to facilitate the subaward process, the Office of Criminal Justice Grants (OCJG) will require prospective applicants to submit application information outside of OCJG's electronic grant management system, SIMON. Applicants interested in applying for funding must complete the following steps:

  • Review the subaward solicitation in its entirety.
  • Ensure the applicant entity is listed on the OCJG's CESF allocation list.
  • Complete the Application Narrative Questionnaire.
  • Complete the subgrant Budget Detail Worksheet.
  • Ensure the applicant entity's SAM.gov registration is active.
Once complete, the applicant should email the Application Narrative Questionnaire and Budget Detail Worksheet to criminaljustice@fdle.state.fl.us by no later than 5:00 P.M. on Monday, August 3, 2020.
 
Using the information provided, the assigned OCJG grant manager will prepare a draft of the subgrant agreement in the SIMON system. The OCJG grant manager will notify the applicant's Application Manager when the application draft is complete and ready for review and submission in the system. SIMON will be used for subsequent management of subawards. Additional documentation of items required by federal grant management guidelines may be required.

To be approved for funding, all proposed activities must specifically and clearly tie to preparation, prevention, and response efforts related to the coronavirus pandemic. Proposed activities without a clear link to one of the eligible purposes will not be approved.

Post Award (Added August 6, 2020)
After an applicant's award has been approved, the next step will be submission of monthly or quarterly performance and expenditure reports in SIMON. Please refer to the CESF Post Award Instructions for further information.
