Forcible Sex Offenses

UCR Definition 

Any sexual act directed against another person, forcibly and/or against that person's will or not forcibly or against the person's will, where the victim is incapable of giving consent.  The element of force or threat of force is necessary (unless the victim is unable or too young to give consent) before a sexual offense is reported in this category. Any sexual act or attempt involving force is classified as a forcible sex offense regardless of the age of the victim or the relationship of the victim to the offender.

Rape - Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim. Attempts to commit rape are also included.  

Fondling -  (Florida Specific) - The touching of the private body parts of another person, using either an object or human contact to commit the act, for the purpose of sexual gratification, forcibly and/or against that person's will or, not forcibly or against the person's will, where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental incapacity.

Summary

There were 11,174 Forcible Sex Offenses (FSO) reported in 2017.  These offenses were broken into three categories: 7,660 Rapes, 274 Attempted Rapes, and 3,240 Fondling offenses were reported.  Firearms were used in 164 of the FSOs reported.
 
There were 2,457 Forcible Sex Offense arrests in 2017.  Of these, 1,872 arrests were Rape and 585 arrests were Fondling. Of these arrests, 370 were juveniles and 2,087 were adults.
