Mandatory Retraining Requirements

An agency administrator’s approval is required for an officer to attend Advanced and Career Development Training Courses.

A full-time, part-time, or auxiliary officer shall successfully complete 40 hours, every 4 years, of In-service, Advanced, Specialized, or Career Development Training Courses.

College credit courses may also be completed to meet mandatory retraining requirements. Forty hours of mandatory retraining credit shall be granted for the successful completion of 3 credit hours or 4 quarter hours of college course work. Only training courses that are NOT used to meet the requirements for a college degree, which entitle the officer to Educational Salary Incentive payment, shall be used for mandatory retraining credit.

Salary Incentive vs. Mandatory Retraining

  • College credit courses and Advanced and Career Development Training Courses may be counted for either salary incentive or mandatory retraining credit. 
  • The agency administrator shall specify whether the officer is to receive either mandatory retraining or salary incentive credit for completion of the course(s).  
  • College credit courses used for a higher degree for which the officer will receive educational salary incentive may not be used for salary incentive credit.
  • Written notification in a format agreed upon by the agency and a Commission-certified criminal justice training school, shall be forwarded from the agency to the training school, and shall indicate whether the officer is to receive salary incentive or mandatory retraining credit.

 

Mandatory Retraining Requirements for Law Enforcement Officers

  • Human Diversity - There are no required number of hours for this training.  Completion of Discriminatory Profiling and Professional Traffic Stops training may satisfy this training requirement at the discretion of the agency administrator.
  • Domestic Violence - There are no required number of hours for this training.
  • Discriminatory Profiling and Professional Traffic Stops - There are no required number of hours for this training.
  • Use-of-Force - There are no required number of hours for this training, but the training must include instruction in scenario-based firearms training, physiological response dynamics training, less-lethal force options available within the agency, agency use of force policies and legal aspects regarding use-of-force.
  • Firearms Qualification - This requirement must be completed every two years and reported every even numbered year. 
     

 

Mandatory Retraining Requirements for Correctional Officers

  • Human Diversity - There are no required number of hours for this training.
  • Use-of-Force - There are no required number of hours for this training, but the training must include instruction in scenario-based firearms training, physiological response dynamics training, less-lethal force options available within the agency, agency use of force policies and legal aspects regarding use-of-force.

 

Mandatory Retraining Requirements for Correctional Probation Officers

  • Human Diversity - There are no required number of hours for this training.
  • Use-of-Force - There are no required number of hours for this training, but the training must include instruction in physiological response dynamics training, less-lethal force options available within the agency, agency use of force policies and legal aspects regarding use-of-force. 
     

Non-Compliance of Mandatory Retraining


Rule 11B-27.00212(6), F.A.C., states that the certification of any officer who fails to meet the mandatory retraining requirement shall become inactive.

An officer is not statutorily authorized to perform the duties of a sworn officer until the officer has satisfied the mandatory retraining requirements.

An officer's certificate shall remain inactive until the Officer Records Section has received documentation from the officer's employing agency verifying that the training has been completed.

Upon verification of the completed training, the agency shall electronically transmit the training information via ATMS, or submit a new 
Registration of Employment and Affidavit of Compliance CJSTC Form 60 and a Mandatory Retraining Report CJSTC Form 74, reflecting the officer's compliance with the mandatory retraining requirements.

The employment date on the 
Registration of Employment and Affidavit of Compliance CJSTC Form 60 shall reflect the date the officer completed mandatory retraining.
