R-LEX is the Regional Law Enforcement eXchange—a subset of the FLEX project, and refers to those regions without a central or automated system to manage data from regional data sources. While FLEX refers to connectivity among all regions in the state, four regions have already initiated or completed implementation on systems to manage local data: Pensacola, Jacksonville, Orlando, and Tampa. Regions participating in the R-LEX project include:
- Fort Myers
- Miami
- Tallahassee
In addition to the regions noted above, a fourth “region” was established—the State Node. The State Node incorporates all data sources from a statewide agency level, such as applications in use at the FDLE, the Florida Wildlife Commission, the Florida Department of Corrections, and other state agencies.
The R-LEX Project was successfully completed in December, 2011. The 101 agencies in these regions are now connected and sharing data from 130 data source. Additionally, R-LEX is also connected to the Tampa Bay Security Network, so analysts and investigators in those regions have access to data from over 130 agencies!

Project History
- On October 5th, 2009, the R-LEX Regions (Fort Myers, Miami, Tallahassee, and the State Agencies) signed a contract with KCC/i2 Inc to implement their COPLINK solution
- R-LEX project planning activities have been completed
- The Pilot Phase of the project was successfully completed in May of 2010
- The COPLINK solution (architecture & hardware) has been set up and tested
- A data source from each Region was mapped and refreshing data in the production environment:
- Region 2: Florida State University Police Department Record Management System (RMS)
- Region 6: Charlotte County Sheriff's Office Jail Management System (JMS)
- Region 7: Plantation Police Department RMS
- State Node: Department of Environmental Protection RMS
- The first Train-the-Trainer class was held in June at Lee County Sheriff's Office for the Pilot agenices
- Phase 1 was completed in September of 2010 and brought an additional 13 data sources online
- Phase 2 added 56 data sources to R-LEX and was completed in June of 2011
- Phase 3 brought the remaining 57 data sources online in November of 2011, completing the project with 130 data sources from 101 participating agencies.
