The Council has embarked on an ambitious agenda of initiatives and projects in response to its statutory mandates. These activities are coordinated by Work Groups comprised of Council members and their staff that deal with specific issues in more detail. Through these Work Groups, with representation again covering a cross section of impacted agencies, the Council has been able to address more issues, in more detail, than it could with its own limited meeting time. Work Groups were created to do the detailed analysis required to formulate recommendations to the Council. These groups are comprised of representatives from the various constituencies in the public safety sector. Current Work Groups include:
Policy and Planning Work Group:
This Work Group initially developed the Guiding Principles summarized above and now codified into law at s. 943.081 and s. 282.3032, F.S. The Work Group is proceeding with overseeing the compilation of existing standards. Once gaps are more clearly defined, they will further refine a conceptual framework for the further development of the common standards necessary for effective data sharing and integration. The focus will be on the functional needs of various entities for data captured or held by other entities, with the function then driving the standards for the sharing of the information.
Technical Committee:
The Technical Committee is comprised primarily of technical representatives of participating justice and public safety agencies and supporting IT offices, though one or more operational practitioners may also serve on the Committee to ensure proper understanding of business requirements and context. This Committee is responsible for technical and infrastructure assessments, adopting, extending, and/or creating standards to facilitate information development and sharing, researching and proposing technical solutions, pilot projects, and technical specifications in support of the CJJIS Strategic Plan. Standards include data modelling (e.g., JIEM), data exchange (GJXDM & NIEM), interoperable communications, fingerprints, photos, technical architecture, etc.

Law Enforcement Connectivity Workgroup:
In the spring of 2005, the CJJIS Council established the Law Enforcement Connectivity Workgroup. The Workgroup has been tasked with making certain there is a viable statewide system that leverages the present efforts of regional partners but is flexible for future needs, including connectivity not only in Florida but nationally as well.
The purpose of the workgroup is to:
- Identify and address local law enforcement issues for statewide connectivity;
- Provide clarification of local policy issues with regard to information sharing;
- Assist in the development and review of a Request For Information (RFI) to determine the best methodology and associated technology for connecting regional data integration projects;
- Ensure statewide data connectivity is consistent with CJNet operations and policy

Funding Work Group:
This Work Group, with representatives from all constituencies of the Council, has been highly effective in meeting and developing consensus on the appropriate use of federal funds available to Florida for the enhancement of criminal justice information systems. This group develops a unified plan for the sharing of available funding and recommends the plan to the Council for approval. The result is that Florida’s criminal justice agencies do not compete against each other for federal funding; rather, priorities are set and funds are allocated to projects meeting the needs of the criminal justice community as a whole. Significant federal funding has supported the development of the CJNet, as well as various other initiatives targeting the improvement of criminal history data in Florida.
