Students will be asked to complete an Excel Skills Assessment Tool prior to attending the FLEAT I course.  If the student successfully completes the tool, they will exempt the Excel portion of the course.  Students will be notified prior to the start of the course if they have qualified for the exemption.

Lesson 1 - Introductions


Lesson 2- Intelligence 101
Goal: To provide instruction regarding basic knowledge of intelligence, the National Criminal Intelligence Sharing Plan, legal issues concerning intelligence, and state and national initiatives.

This lesson will focus on basic knowledge of intelligence and its types, the role of the National Criminal Intelligence Sharing Plan, legal issues related to intelligence gathering, and numerous state and national intelligence initiatives. 


Lesson 3 - The Role of the Law Enforcement Analyst and Analytical Ethics and Professionalism
Goal: To provide information regarding the role of the law enforcement analyst to include mission statements from various intelligence organizations and to provide information regarding analytical professionalism, customer service ethics, objectivity and intellectual honesty. 

This lesson will define analysis and the law enforcement analyst. It will discuss types of analysts, and the role of an analyst as a resource. Mission statements from various intelligence organizations will emphasize your role as a law enforcement analyst.  This lesson will also focus on analytical professionalism, customer service ethics, objectivity and honesty as a law enforcement analyst.


Lesson 4 - The Intelligence Cycle
Goal: To provide instruction regarding the intelligence cycle and the difference between information and intelligence.

This lesson briefly discusses the difference between information and intelligence and how the intelligence cycle works in law enforcement.  This lesson will also provide instruction regarding collection plans, how to collect information, and sources of public and private information.


Lesson 5- Intelligence Analysis as a Thought Process
Goal:  To introduce students to the elements of logic, creative and critical thinking, inference and recommendation development.

This lesson will give students the opportunity to become familiar with analysis and critical thinking.


Lesson 6 - Data Sources, Interpretation and Validation
Goal:  To provide instruction regarding data sources, interpreting data and validation issues encountered with certain types of data.

This lesson will also discuss how to use automated information resources and techniques for law enforcement investigative information.  It also includes a practical exercise in understanding criminal history information.


Lesson 7 - Introduction to Analysis
Goal: To introduce students to the analytic process to develop an accurate analysis of information collected.

This lesson will include introduction to and definitions of analytical techniques, defining the analytical process, defining analysis and its types and subtypes, and reviewing products commonly used in crime analysis units.


Lesson 8 - Utilizing Microsoft TM Excel as an Analytical Tool
Goal:  To provide instruction regarding how to utilize Microsoft™ Excel™ as a tool for conducting analysis.

This lesson will provide students with an opportunity to demonstrate how to navigate in a workbook and/or worksheet, conduct financial analysis, create pivot tables, and conduct telephone analysis.


At the conclusion of the 4 day course, those students that did not exempt from the Excel portion will complete the Excel Skills Assessment Tool (ESAT) again.  Students should be able to complete this Assessment Tool in the time allotted.  Students unable to successfully complete the ESAT a second time may be required to attend additional computer classes prior to acceptance into FLEAT II and/or the Academy.


***PLEASE NOTE:  If you are not familiar with the Microsoft Office Suite (2003, 2007 or 2010), please either attend a computer class, or go online and complete the tutorials offered by Microsoft prior to attending FLEAT I.  This course is not intended to be a basic computer class, but it will highlight different aspects of each application that can enhance your current analytical skills.
